The headline limit, three answers

The number that matters is 125. That is roughly how much primary text shows before See more swallows the rest, and Facebook cuts by line, not by count, so the fold moves with your words. If the offer is not in the first line and a half, most people never see it.
The other thing most mockups get wrong is the button. Facebook draws the CTA as a small grey pill to the right of the headline, not a big blue bar under the image. Draw it wrong and you budget headline space that does not exist. The frame above puts the pill where Facebook puts it.
What to do: put the offer inside the first 125 characters, keep the headline under 27, and check the mobile feed frame, where the fold lands earlier than the desktop card suggests.
