Meta Ads Updates: November 2026 Changelog for Media Buyers

Meta spent October switching things on in your account. Some advertisers got an email saying product browsing would be added to their existing ads on October 28, and a pixel setting that counts conversions on your customers' devices is already on, measuring from November 12.

It also charged more: 14% more per ad in Q3 for 10% more impressions, and 23% more in the US and Canada. So you go into Black Friday paying more for every impression, with a conversion count that changes 15 days before it starts. And Meta's draft terms would make you "solely responsible" for whatever its AI does to your ads.

The October edition covered September 1 to 26. This one picks up September 27 and runs through November 2.

Oct 14 to 28Meta said it would add product browsing to your existing ads on October 28

Around October 14, Meta emailed some advertisers that it would switch on product browsing in their live ads on October 28. Its help page says product browsing "may send people to an experience on Facebook and Instagram first before your website," so a tap on the Reels ad you're scaling can land on a Meta product page with "personalized suggestions" instead of your store.

David Herrmann of Herrmann Digital, who posted the email on LinkedIn, had already seen what that does to reporting. He wrote, per PPC Land, that "almost all our traffic on an ad we thought was working was in fact just a collection ad on IG Reels, not the creative."

Email to some advertisers, around Oct 14

Starting October 28, 2026, we'll add product browsing to your existing ads.

On average, businesses saw 3% more conversions with in-app product browsing experiences compared to campaigns that didn't use product browsing.

We're turning on product browsing for your existing ads. When people tap your ad, they may see an experience on Facebook or Instagram with product info and personalized suggestions. This helps people learn more about your products quickly.

Don't want this? Opt out before October 28, 2026 below. You can also turn product browsing on or off anytime in your Advantage+ Creative and Destination settings.

Based on an experiment run Aug 6 - Aug 21, 2026 across ~117,700 advertisers globally, spanning 3+ verticals (incl. E-commerce, CPG, Retail); the Product Browsing outperformed with >99% confidence.

Email text as transcribed by PPC Land from David Herrmann's screenshot, Oct 15. Dialogs from an r/FacebookAds screenshot, Oct 27.

It didn't go to everyone. A reply in one r/FacebookAds thread said only accounts "in the beta pool" got the email, and so far the evidence that it ran comes down to one buyer, who blamed a jump from a $53 to a $65 CPA on Meta adding "a ton of enhancements on everything on the 28th."

Meta did this last year with Dynamic Media, on by default for new Advantage+ catalog ads from September 1, 2025, PPC Land reported. This time it's the ads already running, the ones you're about to scale.

“Forcing product browsing on RIGHT as the biggest season of the year starts is downright diabolical.”
David Herrmann, Herrmann Digital, LinkedIn, via PPC Land, Oct 15

If ROAS climbs after October 28, is your creative selling or Meta's catalog? And in Black Friday week, when Shopify and Ads Manager disagree, which number do you scale on?

The same week, Adweek reported brands pulling ads that Meta's AI had edited. Bookshop.org said one was "'enhanced' (or ruined, really) by Meta without our knowledge," and Ryan Adams of Exverus said "many of the options are tucked away in hidden or collapsed menus."

Jon Loomer found another default on October 12. Pick "Acquire new customers" in Customer lifecycle strategy, open to every advertiser since October 6, and the ad set excludes "Customers from your conversion data (730 days)" with no off switch. It's one person's report so far, but it would cut out past buyers you cross-sell to.

What to do

  • Switch product browsing off under Advantage+ creative and Personalized destinations wherever the tap should reach your site, and recheck every duplicate.
  • Chart Meta's purchases against store orders by day from October 28.
  • Cross-selling to past buyers? Use "Get conversions from all audiences" and set exclusions yourself.

Oct 31 to Nov 12From November 12, your pixel counts conversions on your customers' devices unless you switch it off

In Events Manager, under your pixel's Settings, a new switch called "Measure conversions on customer devices" is already on. Meta told advertisers by email, and nothing asks you to agree first.

Buyers have had the conversion count change under them before. After Apple's iOS 14.5 prompt in 2021, Meta lost much of its view of iPhone conversions, and the next year, as CNBC put it on November 1, its revenue "fell for the first and only time in the company's history." This time the count goes up, 15 days before Black Friday. Yiqi Wu, who sells pixel tooling at Aimerce, called it "Meta's update in the worst possible moment" and still said "I wouldn't opt out by default."

Meta's help page says the switch will "Improve campaign performance with a stronger signal," so by Meta's own account the extra conversions go into bidding too. If your Meta ROAS jumps that week and your store's orders don't, did the ads get better? Your reported CPA should fall from November 12, but will the one you pay?

App advertisers got their version on October 31: Facebook SDK 19 sends each screen's title and AppLink URL with app events by default. Health, finance and dating apps should check what their screen titles give away.

What to do

  • Decide per pixel before November 12. If a client reads ROAS straight from Ads Manager, switch it off until December or warn them now.
  • Leaving it on? Mark November 12 in every report and judge Black Friday on store orders.
  • On SDK 19, the switch is "Automatically include more app event details" in Events Manager.

Oct 23 to Nov 20Meta's draft terms make you "solely responsible" for its AI, and the start date keeps slipping

Every default above sits under one sentence in Meta's draft Self-Serve Ad Terms: you are "solely responsible" for your creative, targeting and placements "even when you use our automated features." Meta pushed the start date from October 30 to November 20, Fast Company reported on October 23, and within a week a court, a regulator and Meta itself had put that date in doubt too.

We're updating the Self-Serve Ad Terms. These updates will go into effect on October 30, 2026 November 20, 2026.

As of Nov 2, the old terms still apply.

Self-Serve Ad Terms, draft

You are solely responsible for the Order, Ad Creative, targeting decisions, and ad placements, including for reviewing, approving or removing them, even when you use our automated features to assist with the formatting, generation, or selection of your Ad Creative and Orders.

Meta's terms preview and banner, read Nov 2, with the earlier date from Wayback Machine copies. Nieman Lab, PPC Land and the CMA.

The fight is mostly about Meta crawling publishers' sites, but when Adweek asked whether advertisers would answer for AI features they never switched on, a Meta spokesperson "did not directly address" it. So if Background generation puts your supplement in a gym scene that implies a claim you can't back up, who answers the complaint? Emarketer's Asa Hiken told Adweek shoppers are "likely to assume that the brand willingly used AI."

What to do

  • In health, finance or anything with claims, switch off Visual touch-ups, Background generation and Translations per ad, and read the preview before publishing.
  • Agencies: list every tool and agent connected to client accounts. The draft makes you answer for "any third-party software or service that you use or authorize."

Switch off Meta's touch-ups and bring your own sizes

With placement controls leaving Sales, Leads and App promotion ad sets, Meta's advice is to "Customize media for each placement." AdMakeAI's Meta Ad Resizer turns one ad into 1:1, 4:5, 9:16 and 16:9 by extending the background, so you decide what runs in each placement instead of Meta's touch-ups.

Oct 21Meta charged 14% more per ad in Q3 for 10% more ads

Meta's quarterly earnings releases, Q1 2022 to Q3 2026, and the Q3 2026 slides. Price per ad is Meta's average across all apps and regions, not a CPM.

In 2022, the year after iOS 14.5, it ran the other way. Reels and cheaper regions flooded the auction with impressions, and price per ad fell for seven straight quarters. Meta's Susan Li blamed the Q3 2022 drop on "strong impression growth, especially from lower monetizing surfaces and regions."

On October 21 she used nearly the same words, but this time that growth only "partially offset" a 14% rise. The cheap inventory that kept prices down after iOS 14.5 isn't growing fast enough to do it again.

Meta puts the rise down to demand for ads that work better, and told Marketing Brew advertisers average $4.13 in revenue per dollar spent, up 25% since 2022. Northbeam's numbers lean Meta's way for now: across its 1,000-plus accounts, average new-customer acquisition cost fell by as much as 33% in Q3 from a year earlier, though it expects CAC to "increase during BFCM and stay elevated through Christmas." If a 23% US price rise hasn't reached your CPA yet, will it in Black Friday week, when you can least absorb it?

“This is shaping up to be a generational Black Friday Cyber Monday, and not in a good way.”
Bryan Bumgardner, Northbeam, The Media Buyer newsletter, Oct 22

US Facebook CPMs averaged $21.45 in October, 35% above last year

Northbeam saw the Black Friday spike arrive two months early: "The Black Friday Cyber Monday CPM spike we saw in 2025 didn't start until November. This year we're seeing this spike happen in September." Birch's monthly averages for US-targeted Facebook campaigns show the same jump.

Birch, read Nov 2, 2026; year-on-year computed from Birch's data; Black Friday week is the week starting Nov 24, 2025. Triple Whale (Aug 17), Skai (Oct 27), Northbeam (Oct 21), AdKit (Nov 2).

Triple Whale's 13% is the one reading below Meta's 14%, and it runs only to July. Meta's number looks low because it blends in markets like Asia-Pacific, where price per ad rose 1%. Its US and Canada figure, 23%, lands between Skai's 20% for Q3 and Northbeam's 25%.

Meanwhile Meta is selling certainty to brands that can pay for it. Ads Super Burst, launched October 15, books a 3 to 24 hour window with guaranteed delivery, and with category exclusivity "no other advertiser in your category can book the same window." A US test gives the first ad in Feed to one brand a day. Jon Loomer asked what that means for everyone else: "won't overall performance suffer?"

What to do

  • Rebuild the Black Friday budget from October's CPMs. In Birch's US data, October already cost more than Black Friday week 2025.
  • Consolidate before the spike. Meta's peak-season post says ad sets under about fifty conversions a week "ran about 28% more expensive per purchase."
  • Thin margins? Price out late December, when, as Accuracast's Farhad Divecha told Marketing Brew, "those really peak CPMs do come down."

Oct 27 to Nov 3Political and issue ads are frozen until November 4, unless Meta extends it like 2024

Since 12:01 AM Pacific on October 27, Meta has taken no new US ads about social issues, elections or politics. That catches more than campaigns: ads Meta treats as social issue ads, which can mean health, energy or immigration, needed a disclaimer and a delivered impression before October 27 to keep running.

Write November 4 in pencil. In 2024 Meta scheduled the same eight days, then announced on November 4 that the freeze "is being extended until later this week." It ended November 7, and ads paused during it stayed paused until advertisers restarted them. In 2020, the post-election freeze on US political ads ran from poll close to March 4, 2021.

Will your CPMs drop when the political money leaves? Emarketer forecasts Meta takes 88% of social network political ad revenue this year, but Northbeam warned, "Don't expect your CPMs to improve TOO much after election day," since most of that money lands in Texas, Ohio and Michigan.

What to do

  • Schedule anything issue-adjacent for after 12:00 AM PT November 4, and check Meta's Government and Nonprofits blog that morning for an extension.
  • Restart anything you paused during the freeze yourself.

Oct 8Meta says it no longer runs ads that link to TikTok in the US, Canada and five other countries

Bloomberg reported on October 8, citing Meta, that Meta had begun "a complete restriction on ads and paid marketing messages" from ByteDance in the US, Canada, Egypt, Indonesia, Japan, Thailand and Vietnam. Per Meta, it also covers "third-party advertisers running campaigns that link to TikTok and other ByteDance properties in those countries."

“We don't have to run ads from a competitor whose goal is to pull people off our apps.”
Chris Sgro, Meta spokesperson, Bloomberg, Oct 8

Meta's case is that TikTok walled itself off first. It told Campaign that "ByteDance has long placed restrictions on linking to Meta apps," and a month earlier TikTok had turned down Meta's teen-safety ads as political content.

If you run creator campaigns, check destinations: by Meta's description, an ad that points to a creator's TikTok won't run in those seven countries. Until Meta writes the rule down, the edges are guesswork. Does a TikTok Shop listing count? What about a TikTok handle in the caption?

Thread counts before Oct 13 are minimums. Breezeway changed its thresholds on Oct 12.

Meta status page history. Reddit: r/FacebookAds threads about outages, collapses, rejections or delivery bugs, by UTC day, scores as of Nov 2. DTC panel: Breezeway, cost per purchase across about 45 to 63 brands.

On the night of October 15, long-running catalog ads in a lot of accounts were rejected for going "against our Advertising Standards," approved on appeal within minutes, and some rejected again. Meta confirmed nothing, and within hours it fixed itself. Eight days earlier Meta said ad review now understands "where an ad leads, not only what it shows," so this looks like a new review model misfiring on ads with history.

October 22 had the most threads, including "50% conversion drop after 10/18." On October 19 Meta launched Choose an audience for each ad creative, which gives each creative its own age and gender but "may also reach others," and Loomer found it on by default in Sales campaigns. If your drop started that week, check that toggle.

The worst results came earlier. All 11 bad cost per purchase days in Breezeway's DTC panel fell between October 1 and 12, around Prime Big Deal Days, when, per Northbeam, Amazon "pulled forward more than $2 billion in ad spend from Black Friday into a random week in October."

What to do

  • Before you blame Meta for a bad day, check what it changed that week and what the retail calendar was doing.
  • If your Shopify conversion rate jumped in late September, Shopify started filtering bot sessions out of its reports on September 21. Orders didn't change, whatever the window's top post, "Shopify finally exposes Zuckerberg," made of it.
  • If an ad stopped on October 15 or 16 and won't come back, check whether its post was deleted and rebuild it.
